Beats uses the same format for the songs and stepfiles as StepMania 3.9.
It seems there's a pretty active community for StepMania over at the forums. I'm pretty sure I saw tutorials for making stepfiles there, too.

I use DDReam Studio, it's a program designed for making, syncing and editing stepcharts and has its own tutorials.
